Douglas W. Otto is a civil and criminal trial
and appellate attorney in private practice in Long Beach, who
has tried over 100 jury trials to verdict. He attended Long
Beach City College and transferred to Stanford University where
he received a B.A. in Behavioral and Social Sciences (1971);
an M.A. in Religion, jointly from Columbia University and Union
Theological Seminary (1974); and a J.D. in Law from the University
of Chicago (1977). He has been a full adjunct professor of law
at Southwestern University School of Law, where he taught for
16 years.
A
native of Long Beach, he has recently completed a term as president
of the Long Beach Bar Association where he chaired numerous
committees and served on the Board of Governors. He has served
on the Board of Directors of the Long Beach Legal Aid Foundation
and chaired its fundraising campaigns in 1997, 1998, and 1999.
He is currently a member of the State Bar Access to Justice
Commission.
Since
his return to Long Beach after graduating from law school, he
has been very active in his commu-nity. He began his community
work in historic preservation. He is a founder and past president
of both the Long Beach Foundation for Architectural and Cultural
Heritage and Long Beach Heritage. The latter named him Preservationist
of the Year in 1990. In 1989, he chaired the City of Long Beach’s
Blue Ribbon Citizens Transportation Task Force, which developed
a comprehensive transportation plan for the entire city. From
1992 to 2000, he was a member and Chair of the Long Beach Planning
Commission. For six years, he has served as Chair of the Long
Beach City Manager’s Downtown Business and Development
Advisory Committee. He is a founding Board member of the Long
Beach Aquarium of the Pacific (1994), currently serves on its
Executive Committee and chairs the Long-range Planning Committee.
From 1998 – 2000, he chaired Long Beach Strategic Plan
2010; a comprehensive City-citizen planning effort adopted by
the City in 2000 and then was citizen chair for the National
Civic League implementing task force for the plan. For this
and his other community work, he received the prestigious David
Landry Memorial Award for Outstanding Community Service from
the City of Long Beach.
He
is a member of the St. Mary Medical Center Board of Trustees
and Bio-Medical Ethics Committee, the City of Long Beach Ethics
Task Force, and is currently co-president of the Public Corporation
for the Arts, the arts council for the City of Long Beach.
Doug
is married to Dr. Freda Hinsche Otto who recently served as
Assistant Vice Chancellor for University Advancement at the
California State University Chancellor’s Office. Previously
she served for five years as the Executive Vice President of
the St. Mary Medical Center Foundation and prior to that, spent
ten years in development and alumni relations at USC where she
received her PhD. Together they have an active family of children
and grandchildren. In his spare time, he enjoys reading, traveling,
and backpacking, having recently hiked the John Muir Trail from
Yosemite Valley to Mt. Whitney and the Grand Canyon.
